DRAFT MINUTES OF THE ANNUAL PARISH MEETING

HELD ON TUESDAY 11 MAY 2010

IN THE OLD SCHOOLROOM, MOOR MONKTON AT 6:45PM

Present – Cllr Chris Allen, Cllr Peter Gibbs (chair), Cllr Elaine Hall (Vice Chair), Cllr Tony Gordon, Cllr Carol Walker, District Cllr Martin Leather, Mark Pickering (Parish Clerk), 7 Parishioners

The meeting was opened by the Chair at 6:46pm.

1. Minutes of Annual Parish Meeting, 12 May 2009 – These were approved with the clarification that there should be no ‘e’ in Kaye, and were signed by the chairman.

2. Matters Arising

Farmwatch – Cllr Hall had been unable to find further volunteers to help with this scheme despite it being useful to individual farmers. Discussion ensued. Clerk agreed to compile list of farmers in parish and write regarding potential improvements to the system.

Park and Ride – A parishioner raised several issues of concern, chiefly that York City Council did not appear to have followed a meaningful consultation process, that there were major design flaws and that traffic flow figures were not sufficiently specific to be useful. Meeting agreed that whilst the issue was of concern to residents the parish council was not in a position to appeal as we are under Harrogate Borough Council.

3. Presentation on potential health risks of proposed waste incinerators at Tockwith and Allerton Park – A 20 minute presentation was shown from Paul Connett PhD on likely problems with waste incineration. The main points included:

i) Incineration wastes energy and reuse/recycling/composting is much more effective;

ii) Huge expense for few jobs;

iii) Takes 20-30yrs to become economical;

iv) Every 4 tons of waste makes 1 ton of toxic ash;

v) Nanoparticles have major health concerns, but there is no relevant regulation;

vi) Dioxins are major health issue; they accumulate in fat tissue so are concentrated in cow’s milk and the human body cannot excrete them. They are known to increase risks of cancer and other diseases.

The issue of incineration was returned to in the parish council AGM immediately following this meeting. The meeting was closed by the chair at 7:35pm.
