Chairman’s Report 2009-2010

Overall 2009/10 has been a fairly uneventful year, which, perhaps, is not a bad thing. Although there has been some progress with some Highways issues, e.g. East Lane drain, there are still a lot of outstanding works. These issues are being pursued and regular reminders are being sent to Area 6 Starbeck. After what has been described as a ‘harsh winter’ but could be considered an ‘expected winter’ Church Lane and Main Street have fared quite well in comparison to other roads in nearby Parishes.

Perhaps one of the main issues to which there seems to be no easy answer is Broadband. Although we are only a few miles from York we could be on another planet as far as a good internet connection is concerned. B.T. appear to be more concerned with the removal of our phone boxes than the quality of our broadband and being nearly at the end of the line - quite literally, I know how frustrating this issue is - but unless we are prepared to pay over the odds for something most other parts of the country get as inclusive then I’m afraid we’ll just have to suffer with what we’ve got.

During the past year the Council has mainly concentrated on administration, e.g. standing orders, financial standing orders, calendar of events etc., all the mundane but essential procedures required by officialdom today. In July 2009 Dr. Mark Pickering was welcomed as the new Parish Clerk bringing the council back to a full compliment.

For the year ahead we may face more cutbacks in services and funding for local issues but wherever possible we (the council) will do our best to ensure that the Parish receives what is available and required to ensure that a good level of service is maintained.
